Homelessness is the condition and social category of people without a regular house or dwelling because they cannot afford, do not desire, or are otherwise unable to maintain regular, safe, and adequate housing, or lack "fixed, regular, and adequate nighttime residence." The actual legal definition varies from country to country, or among different entities or institutions in the same country or region. The term homelessness may also include people whose primary night time residence is in a homeless shelter, in an institution that provides a temporary residence for individuals intended to be institutionalized, or in a public or private place not designed for use as a regular sleeping accommodation for human beings. The United States Department of Housing and Urban Development (HUD) defines a "chronically homeless" person as "an unaccompanied homeless individual with a disabling condition who has either been continuously homeless for a year or more, or has had at least four episodes of homelessness in the past three years." To a large extent it will be influenced by where you are located. In countries like Australia, England and some Scandernavian countries, a good welfare system means that "lack of funds" is usually only a small part of the problem. On a general basis some causes are: 1) Lack of funds. 2) Rebellion against authority (not wanting to do what they are told to by parents and others). 3) Substance abuse (drugs, alcohol etc). 4) A 'drop out mentality", not wanting to be part of the system (but still wanting the benefits it provides including welfare). 5) Short term can be caused by family break up. Wife and kids walk out on an abusive husband/father etc.\ 6) High accommodation costs. These are the causes, at least.
